Storm Henk – residential flooding grants
Elmbridge residents significantly affected by recent flooding from storm Henk between 1 to 12 January 2024, may be eligible for grants from the government to help assist with recovery. Criteria has been set by central Government and Surrey County Council is currently working with the District and Borough Councils on the roll out of these grants.
Community recovery grant and council tax discount
This offers a £500 grant and a minimum of three months council tax discount per eligible residential household to cover financial hardship due to the flooding caused by Storm Henk where water has entered your home or has otherwise made your home unliveable in excess of 48 hours.
Eligibility criteria
The Government has set out the following criteria for eligibility:
- The property must be your main home. Second homes or empty homes are not included in these grants.
- Flood water must have entered the inside living space of your property, or your property must have been deemed 'unliveable' in excess of 48 hours.
- Flooded garages, outhouses and storage areas are not eligible for the scheme.
- Basements or cellars not used as part of the habitable area of a property are not eligible for the scheme.
Property flood resilience grant
Eligible property owners can apply for up to £5,000 to help make their homes and businesses more resilient to future flooding. This grant is administered by Surrey County Council.
Eligibility criteria
The property must have been damaged by the entry of flood water, necessitating drying out and/or repairs to the fabric of the property.

Storm Henk – business flooding grants
Elmbridge businesses significantly affected by recent flooding from storm Henk between 1 to 12 January 2024 may be eligible for grants from the government to help assist with recovery. Criteria has been set by central Government and Surrey County Council is currently working with the District and Borough Councils on the roll out of these grants.
Business recovery grant
This is a payment of £2,500 (indicative) per eligible business premises, to help support recovery after the recent flooding, up to UK subsidy control regime limits.
Eligibility criteria
Eligible businesses must be small and medium sized businesses (SMEs) within flooded area which:
- has been directly impacted by the weather event (for instance, there was flood damage to the property, equipment, and/or stock) or
- has been indirectly impacted by the weather event (for instance, the business has had no/highly restricted access to premises, equipment and/or stock as a result of flooding, restricted access for customers, suppliers and/or staff; and directly suffered a loss of trade as a result), trading from the impacted premises both pre and post flooding
Eligible SMEs:
- Must have fewer than 250 employees.
- Must have a turnover of less than £42.7m (Euro 50m) or a balance sheet total less than £36.7m (Euro 43m).
- Covers retail, hospitality, leisure, manufacturing, social enterprises and local charities etc. It does not cover warehouses, lockups or storage sheds unless the SME business actively trades from the warehouse, lock-up or shed.
Business rates relief
A minimum of three months 100% business rate relief, up to UK subsidy control regime limits.
Eligibility criteria
- The property has been directly impacted by the weather event (for instance, there was flood damage to the property, equipment, and/or stock) or
- the business could not function due to lack of access to premises, equipment and/or stock as a result of the relevant weather event, and no alternatives were available; And:
- on that day business activity undertaken at the hereditament was adversely affected as a result;
And
- on that day the rateable value was less than £10 million.
